After you have patched any sections of the dashboard that are damaged, you can get a kit that includes the grade of sandpaper you need to prepare the dashboard for painting.

It might be best to go to a well stocked auto parts store that has color swatches that you can take to the car so you can find a color that is a good match to the rest of the car interior. Be sure you tape down the windows , metal interior parts and the steering wheel so that when you begin to use the spray to apply the various coats of paint you want, you won't get things painted that you did want to see changed.
If there is a need to paint the metal interior parts, that might be a job for a professional car painting shop because usually those parts are the same color as the exterior of the car and those surfaces use the same kind of paint. This is where you can find a good balance between doing it yourself and getting professional help with the project. But when all of the interior parts have been refurbished, you will be very pleased with the outcome.
